Patrick Smith, Managing Member

Executive Security Leader | Insider Threat Program Senior Official (ITPSO) | ORM & Signature Reduction


Patrick leads ARM’s day-to-day operations and client delivery. He is a retired US Army HUMINT CW5 with 27 years of service and current Director of Security for a cleared cybersecurity company supporting U.S. government and critical infrastructure clients. He has built and led enterprise security programs across physical, personnel, and information security, with extensive experience supporting SAP/SCI environments, high-threat operations, and programs that do not get second chances.


What Patrick brings


  • Insider Threat Program stand-up and operations: ITPSO governance, reporting pathways, quarterly working group execution, and DCSA reporting, paired with practical security controls and culture-based risk reduction.  
  • Security programs that enable operations: NISPOM-aligned program leadership, clearance/onboarding support, safeguarding, incident response planning, and risk decisions calibrated to leadership risk tolerance.  
  • Signature reduction and operational discipline: years leading ORM and signature reduction support for sensitive activities against near-peer threats, translating “high-side” rigor into practical client protections.  
  • Facility and program protection execution: experience overseeing physical security, access control, IDS/CCTV, classified space build/accreditation support, and protective planning for executives and sensitive operations.


Bottom line: Patrick builds security programs that hold up under scrutiny without becoming the bottleneck.

Amanda Smith, Member

Program & Project Management | Operational Execution | Enterprise Governance


Amanda is a retired US Army HUMINT CW5 with 24 years of service and PMP certification. She brings the rare combination of senior operational credibility and modern program execution discipline. In her current civilian role, she drives operational support and modernization initiatives, leads cross-functional teams, manages budgets and resources, and builds governance systems that produce measurable outcomes.  



What Amanda brings


  • PMP-led delivery and governance: structured plans, measurable success metrics, execution dashboards, and enterprise project management discipline that keeps complex initiatives on track.  
  • Operational leadership at scale: led integrated teams (civilian/military/contractor), supported a 400-person organization, managed a $400K operational budget, and oversaw $5.1M in resources.  
  • Identity and access programs (IdM): led enterprise Identity Management initiatives, built risk frameworks, coordinated across agencies, and managed cross-functional teams delivering time-sensitive outcomes.  
  • Stakeholder alignment under pressure: disciplined communication and decision support across leadership and partners to keep mission priorities aligned and execution predictable.  



Bottom line: Amanda makes security and risk initiatives executable, trackable, and repeatable, not “great ideas that die in meetings.”
